Program Overview
The Commonwealth of Virginia Department of General Services (DGS) was directed by the General Assembly to procure, through a competitive procurement process, gasoline and diesel fuel for state and local government entities. DGS conducted the procurement process and awarded contracts for bulk gasoline and diesel fuel purchased to fill state and local government owned bulk fuel tanks, and a fuel card contract for the purchase of fuel from commercial retail fuel providers. The resulting contracts have been combined to form the State Motor Fuel Program.

The State Motor Fuel Program is designed to reduce the burden of fuel purchases on the budgets of agencies and localities by offering contracted fuel prices that utilize an industry benchmark, by providing daily delivered fuel pricesand by streamlining the procurement process.
The state was divided into nine districts:Hampton Roads District, Richmond District, Lynchburg District, Salem District, Bristol District, Staunton District, Culpepper District, Northern Virginia District and Fredericksburg District. Fuel types included within this RFP include Gasoline (87, 89, 93), No. 2 ULSD (Premium and Regular blends) and Bio- Diesel (availability TBD).
James River Solutions is the vendor for the Bulk Fuel Program in all Districts except the Bristol District. Mansfield Oil Company is the Vendor for the Bulk Fuel Program in the Bristol District and is also the vendor for the Fuel Card Program and the Consigned Fuel Program in all Districts.
