Small, Women and Minority-owned Businesses - - - Doing Business with the Commonwealth

Each year the state buys goods and services totaling more than $5 billion.  The Commonwealth of Virginia wants to do business with you and increase participation of small, women owned, and minority-owned businesses.  Be a part of the team and do business with the Commonwealth by following these three easy steps: 

1.   Certify 
2.   Register 
3.   Sell 

1. Certify Your Business as a Small, Woman or Minority-owned Business.
In order to qualify as a Small Woman and Minority-owned (SWAM) business your business must be certified by the Virginia Department of Minority Business Enterprise.  The certification is free and can be completed online at

2. Register Your Business in eVA After you apply for certification register your business in eVA, the state's electronic procurement system.
About 88% of the Commonwealth's purchases are made through this system.  Registration in eVA takes approximately 2 hours to complete online.  It will provide information about your business to more than 9,000 users. Register at

3. Sell to the Commonwealth.
Your business is certified, registered and now your business can begin selling to the Commonwealth.
